Can I change the blog title link?

  How do I change the Blog Title Link, in the top, to link to an external web-page address and not to my blog?

  WordPress.com does not offer an option to link the header to an outside site. You might be able to overlay a link from another part of the page on top of the header, but I wouldn’t recommend doing that. Note that the custom menu feature offers a way to add external links in case adding something to the menu will work for you. Also, many people add outside links to the top of the sidebar with a text widget or an image widget.
