Can I change the position of the "leave a comment" button?

  I have not been able to sort out if I am able to change how the comment box or link to “leave a comment” appear within a post. Is this set for each theme or am I able to move this to a more prominent location?

  It can’t be changed directly, but it can be moved around with some CSS trickery if you have a Custom Design upgrade.
