can I change the URL of my blog?

  I’m new at this, and when I set up my blog, I made the URL [username].wordpress.com. I would like to change it to [blogtitle].wordpress.com.

  Can I do that? If so, how?

  Since you have only a few posts, your best bet is actually to just register the new blog from your Manage My Blogs page and then import the contents over, setting the old blog to Private. That way you have a spare blog to experiment with themes and widgets and such.

  and you still have a blog with your name on it in case you decide to start a 2nd blog in the future
