Can I claim the name of a deleted blog?
-
The blog name I want (halfwayhome.wordpress.com) “already exists,” but the site has been deleted. How can I claim this name?
-
You can’t. The deleted blog URL will not become available again. I’m sorry but you cannot recover or register any deleted blog URL. Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

No.
Addresses (URLs) for blogs that have been deleted by the owner will remain deleted. We cannot, under any circumstances, allow someone to take over the address of a blog that was previously owned and deleted by its original/previous owner. Please do not submit support requests asking us to do this.
Fortunately, there is a nearly infinite supply of unused blog addresses – so our policy should not limit your address selection significantly. You can also register a custom domain for use with your blog so that the original ‘wordpress.com’ domain/URL is never visible to your readers.
