Can I convert my sql file to xml?

Hi there,
I’m just moving my blog to a new server however I’ve been running in to all kinds of issues along the way. I tried to do the traditional restore for my new SQL database but it seems to just bust my WordPress installation and I just get a blank screen. I can’t login and I don’t get any errors, it just doesn’t work.
I’m wondering if I convert my SQL backup into an XML file if it will import all my old posts for me?? Is this possible? I just have the .sql file but I’m not sure if it can be converted or even if that will fix the mysterious problem I’ve been having with it. Any ideas?
PS. I checked some old forum posts and saw that Mark was converting a few sql files for people via email. Is this still happening?
