Can I create a custom domain with a free plan?

I’ve created my own free blog and am helping a friend create a very simple website using the free wordpress.com domain and the no-frills free plan. I can upgrade if want to starting at $60/year but don’t need to.
Now I’m helping another friend create a very simple site, and she *doesn’t* want wordpress.com in her domain.
Is it possible to pay for the domain when registering for wordpress.com (mygroovysite.org) for $25/year (or whatever) but otherwise have a free plan?
Or does having a custom domain require a minimum of a $60/year plan as well as the domain cost?
I understand that the domain is free for one year with the plan, but then would start costing $$.

To register a new domain or map/transfer an existing custom domain to a WordPress.com site requires the purchase of a Personal plan or higher.https://en.support.wordpress.com/domains/register-domain/
