So do i buy business plan first on wordpress.com and then add woocommerce or buy woocommerce with bluehost. Sorry i got a little confused about which one is more easier and cheaper ?

WooCommerce is a free WordPress plugin, so you don’t buy it at all. On WooCommerce.com there is a plugin marketplace with a number of free and premium add-ons to WooCommerce. If you want to use any of the premium add-ons you’ll need to buy those separately, but WooCommerce itself doesn’t cost anything.
You can use either us or Bluehost to host your WooCommerce store, but keep in mind that our Business Plan also includes support for WordPress itself, WooCommerce, and any additional plugins you add from WooCommerce.com’s plugin marketplace. You might find hosting plans on Bluehost that are cheaper than our Business Plan, but they won’t include support for either the WordPress software or for WooCommerce.
They likely also won’t include other features that are standard on WordPress.com like spam protection, real-time backups, and integrated security and SEO features. Those things tend to be premium services that you’ll only find included in higher-end hosting plans at traditional hosts.
To use WooCommerce on WordPress.com, first upgrade your site to the Business Plan. Then go to My Site ->Tools ->Plugins to search for and install the WooCommerce plugin.
