I recently tried to create a new author, but insead created a new blog under my Payton Plume name. I want to use the blog name as my new user name. can I do this now, or is it too late since I have named the blog after the user I intended to create?

You can change either or both your username or blog name:
To change a blog’s URL ending in wordpress.com, please follow these steps:

Thank you mVanilla, but those are the answers I found before submitting this question. Maybe I’m just not understanding something.
Option 1 is to change the blogs URL while keeping the same user name for both my first and second Blog.
Option 2 will change the user name for both my first and second blog, but I want a seperate user name for those two blogs. those two pen-names may produce more blogs within their persepective accounts, but they need to have their own identities.
I could begin a new second account, but If I do, I would like to transfer the newly created blog to that account.
If you have any information to help me with this, i would greatly appreciate it.
Thank you

Unfortunately, a new username cannot be created from one already used as a blog name.
You’ll need to create a separate account with a different name in this case and transfer the blog to it following this guide: http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
