Can I create an accont on wordpress, but don't create a blog?

Hello, everyone.
The laboratory where I work has a blog, of which I am the editor. Every week we have new posts from people who work here, and often new people create their accounts at wordpress to be authors in the blog.
These people don’t need to create a blog; they will be authors of an existing blog. However, in order to sign up, wordpress requires people to create a blog (e.g. at the URL https://signup.wordpress.com/start/br/?step=step-home).
My question is, how can people create only an account on wordpress, without creating a blog?
The blog I need help with is: (visible only to logged in users)

If I am not mistaken and it has been some time ago for me. You could just make a Gravatar account.
It is a simple profile/avatar like page. at Gravatar.com
The avatar can then be used at wordpress and many other sites after the host has the account approved under users.Another way is to have the host invite you through the dashboard. If one needs a username they will get directions on how to. It is under users.
Invite up to 10 email addresses and/or WordPress.com usernames, separated by commas. Those needing a username will be sent instructions on how to create one.

When you sign up for an account here, someplace in the fine print, hidden with the IN YOUR FACE MAKE A BLOG stuff – there should be a box to uncheck to get just the account – bit hidden from what I have seen in the forum here
