Can I create forum on my blog?

  you can create a static page. go to pages, click “add new” and entitle it “Forum” encourage people to post there about whatever topic you desire.

  No, WordPress is blogging software so if you want to create a real forum you will have to get it somewhere else. You can link to it from your blog, but not embed it.
