Can I create non blog pages?

Can I create non blog pages on wordpress.com? I would like to have landing pages that are of a different template and don’t have any posts on it and then have 1 page that is the blog page.
The blog I need help with is: (visible only to logged in users)

If you want your static website to have a different theme from your blog, then you will need to set up 2 different sites.
Note that a blog is a website with special properties (dynamically changing each time you publish an article; the newest news is first and on top, older material later).
Your website can include both static pages and a blog, but it will wear only one theme at a time. If you want two themes, then you’ll need 2 sites. They can, however, be linked to each other using custom menus.
