Can I custom edit a premium theme

Hi, if I purchase a premium theme and pay for custom design… do I have free control over the html?
I can’t seem to figure out how to modify or add information to certain areas… Not talking about adding widgets to the sides of pages… but alot of the pages have page links in the middle (Home, About) and I want to add more of those… but no widgets correlate to them.The blog I need help with is: (visible only to logged in users)

According to this document: http://en.support.wordpress.com/custom-design/ you’ve control over CSS & visual part of the theme. You can’t edit or customize PHP or any other dynamic codes which generate static HTML of your site.

NO. For that you need to hire a web host http://wordpress.org/hosting/ and set up your own wordpress.org software install.
