Can I do much without the business plan?

  Do I need to pay for managed hosting(wpengine) and also a WP Business level plan to get access to custom themes and plugins?

  You can do loads of stuff with WordPress.com. Content is King. Too many Bells and Whistles can be a distraction to visitors. Without knowing what you want to “do” it is difficult to say. If you have a business and want to sell stuff then yes a Business plan and plugins will be necessary to accept payments. If you are building a “hobby” site or even a static site just to promote your business and you don’t need plugins then a free plan or a Personal plan (to remove the annoying adverts) would be sufficient. Many “custom themes” out there are getting quite old and aren’t compatible with Blocks so I think WordPress.com has a fine choice of themes already.
