Can I do the following with upgrade? (Before I purchase)

  I am very new at wp, but can do minor CSS changes (mainly font, size, etc). I do have a design friend who can help me if I get stuck. This isn’t a question of ability, but of what this upgrade permits me to do. I am currently using Andreas, but am open to others if you have a different suggestion. I want to add/change:
  patterned background
  custom header
  Font/color
  Spacing of headings on sidebars
  Background color of heading text
  Heading/post line breaks (from solid line to dotted or something)

  All the things you want to do can be done with CSS.
