Can I do this with my wordpress blog?

  I’m interested in add thing “comment relish” to my blog:

  “Comment relish is a WordPress plugin developed to send an e-mail message to users who comment on your website who have never commented before. The message dispatched to the user is defined within the plugin’s preferences.”

  My question is, can I do this? Here are the directions below. I’m lost at #3 – how do I get to this area to continue with #3 below through #5?

  1. Download plugin from link above
  2. Extract compressed archive comment-relish.zip to desired folder on your local computer.
  3. Upload comment-relish.php to your wp-content/plugins/ directory on your webserver
  4. Activate plugin via administrative panel of WordPress
  5. Configure preferences on Plugins->Comment-Relish preferences page
  6. Enjoy!

  We cannot use plugins here at wordpress.com. Perhaps sometime in the near future this feature will make its way into wordpress.com.

  For now, your readers have the option of subscribing to your comment feed if they want to follow comments.
