Can I download WordPress and add plugins with free WordPress hosting?

  I would like to be able to download the wordpress program so that I can add SEO tags and other plugins. However, all instructions seem to involve an outside hosting site. Can I still do this with free WordPress hosting? THANKS SO MUCH!

  Plugins are a feature only available for self-hosted blogs provided through WordPress.org, and are not available with hosted WordPress.com sites. For more information, please see http://support.wordpress.com/plugins/.

  If you require plugins, you will need to use a self-hosted (WordPress.org) installation. You can learn more about the differences here.
