Can I edit an image in my WordPress blog? (Plaigirism)

Right, I run a blog, which is quite successful, about English footballers/soccer players abroad: http:lesrosbifs.wordpress.com
I interviewed a lad who pays in Italy: http://lesrosbifs.wordpress.com/2009/04/20/kris-thackray/
A website in Italy though has copied my work and put it on their own site: http://luccheseilcalciomercato.myblog.it/archive/2009/06/12/kris-thackray-un-inglese-per-la-difesa-rossonera.html
Now, the chap has taken down the article but still has my image up, which I own. It is not credited to me on his site at all.
So I have a couple of questions:
1. It is stored on WordPress, so can I edit it to leave a message (like on the one I have put on my blog now)
2. What laws is this chap breaking, if any? And can I have him?!Thanks for your help in advance. I hate plagiarism and this really grinds my gears.

He isn’t hotlinking, so you can’t just swap out the image for a filthy one, which is always my favorite trick. You CAN report him to his host for copyright violation; follow the instructions at http://stolen.wordpress.com
