Can I edit CSS in a Premium Theme!?

I was thinking of changing my blog’s theme, and after searching, I think a premium theme may be the way to go.
However, can I change the CSS/Code of these themes? I know I can’t do it with a “free” theme…so I was just checking before I drop $50-80.
Also, is a premium theme the same as a blog that is hosted ?

If you have the custom design upgrade, yes you can edit the CSS – on any theme here. The premium themes do not come with that ability though. The cost of the theme is only for the use of the theme itself.
No, a premium theme is not the same as a blog that is hosted. Your site is still here at WordPress.com, but you are using a high-end premium theme instead of the free themes.

Here is the information about premium themes. The Custom Design upgrade is separate, but many of them are quite configurable.

Thanks for the help. So, let me see if I understand…I need the “custom design” upgrade in order to change the CSS code…correct?
Can I change the CSS code on a free theme (assuming I purchase the upgrade)? Or can I only do this on premium themes?
Also, if I don’t know a lot of CSS code, should I not consider this option? I know HTML alright, but I am pretty unfamiliar with CSS. I am guessing this would make it a bad idea to assume I could just “figure it out,” right?
