Can I exchange the menu and heading image displays with template 2012?

  I have a new blog on my site using WordPress 2012. I have everything looking as I would like except that I would like to reverse the positions of the header image and menu (putting the header first with the menu below). Is this a customizable feature?

  You can’t change any theme elements without purchasing an annually renewable custom design upgrade and doing the CSS editing required.
