  You guys are asking me to pay at the very initial steps for a year. I didn’t even see the template to design my website. So I want to know if im not comfortable can I cancel

  Yes. Refunds are possible if the plan is cancelled with in 30 days of the purchase date. Could you tell me more about what features you are looking for in the theme?

  There’s no requirement to upgrade or pay for anything. It’s possible to create a free website or blog entirely free of charge on WordPress.com.
