Can I get a refund on downgrading an annual plan?

Provided you’re still within the refund period, yes.
What plan, on which site, do you want to downgrade? I see a Business Plan, purchased today, on the account you’re using to post here, but that is a monthly plan, not annual.

If you want to downgrade that plan, it would actually be simpler if you just cancelled it for a full refund from the Purchases page, and then buy the plan you want from the Plans page. Manual downgrades are really only necessary in a case where you’ve registered a domain as part of the plan, or where you want to downgrade prior to renewal as a plan reaches its expiration date.

Thanks for the impressively swift and clear reply above. In this day and age, I have gotten used to not expecting that. So I really appreciate it.
I was thinking of going with the business plan for a year on the annual plan. However, as the site is in very early development, and I am new to WordPress, I figured that two or three months into this project, I may want to stop this site’s development and replace it with a new one, also under the Business Plan. So at that time, I would want to downgrade site #1 and only be paying for the expensive Business Plan on the newer site #2. However, during the transition, I would want to keep the current site #1 active on a less expensive plan, so I could refer to it.
So the question is:
If I order an Annual Business Plan and then want to downgrade it after 3 months, do I have to wait till it runs out the full year or can I get a pro-rated refund for the remaining 9 months?All the best.

We don’t provide pro-rated refunds outside of the refund period, no.
But if you wanted to, we could just move the plan to a different site for you, so you wouldn’t need to buy it again for the second site.
Removing the plan wouldn’t take site #1 offline. Site #1 would continue to exist on the free plan, and at the free example.wordpress.com address we provide to you. It will only lose the features that were added by the Business Plan.
If you still wanted paid features on site #1, you could then always buy a cheaper plan for that site, after we moved the Business plan to site #2 for you.
