Can I get someone else's WordPress domain if it is completely unused?

    Hi guys, I currently run a blog called bexeyybeauty but I am considering changing the name. However, the WordPress.com domain for the name I wish to change to has been taken, but has never been posted on and has been unused since 2010. I would rather not move to a different hosting website as I find WordPress the easiest to use. Is there any way I can get the domain from this person or from WordPress?
