Can I have a domain name that has been cancelled?

  I want to use a domain that appears to already be in use, but when I tried to visit the site, it states that the user has deleted it. Since the domain is not in use anymore, can I have it?

  The blog I need help with is: (visible only to logged in users)

  No – domain names are not recycled – that is to prevent confusion – someone has a family blog – deletes it then another person gets the name and puts something vile on the name – then your relatives click on the link and are shocked and upset with the rude stuff and you are in trouble
