Can I have a Restrictive Blog?

I would like to create a Restrictive Blog where only my group of users can go to post Questions/Concerns. I have my own URL website – can I post the link in my website to the BLOG here at WordPress.com and viceversa??
Do I need to pay anything extra to have a Restrictive Blog (that the general public would NOT be able to access?

I want to CREATE a BLOG at WordPress.com but I want to know first if I have to pay an additional to have it RESTRICTIVE. Would this mean to have my Own URL Domain? Please be kind to clarify this to me.

You can set a plain standard WordPress.com blog to “Private” then only people you invite in can view your blog- unlimited number of people can be invited – no extra charge – no fancy name needed
