Can I have plugins if I upgrade somehow?

  I read the upgrade methods, but I don’t understand whether I can have plugins or not after I have paid.

  You cannot install your own plugins on WordPress.com, but you can use plugins if you setup the WordPress.org open source software on your own web hosting account. See http://support.wordpress.com/com-vs-org/ to learn about the differences.
