Can I have the site name paradisepao since it's been deleted by someone else?

  The site name that I want says it’s already taken but when I visit it it says that the user deleted it. So can’t I have the site name now since it’s not taken anymore?

  No you cannot register it. Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made. http://en.support.wordpress.com/recycling-blog-names/

  You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/

  Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
