  No it is not. Deleted blog URLs are not recycled here at WordPress.com http://en.support.wordpress.com/recycling-blog-names/ What you can do is register another blog with a similar name > http://en.support.wordpress.com/register-a-blog/
  Or you can purchase a domain name via a domain mapping upgrade as in that case it will not matter what the underlying .wordpress.com address is.
