Can I insert menu buttons in the middle of a page?

  Hi,
  I am trying to make a website using wordpress.com, but with the free plan can I insert menu buttons in the middle of a page with any theme I choose?
  (For example ‘The life and works…’ or ‘Desert golfing…’ buttons on the URL :.
  https://wordpress.org/themes/rowling/

  Not the light blue buttons on the header menu like ‘HOME’ or ‘ABOUT’, I want to make a menu on the middle of the page.

  Or are there any themes that can do that?
