Can I install a custom theme using the Personal plan?

I am currently using the free plan, but I purchased a custom theme and wish to install it. I previously had a Premium plan and was able to use the custom theme, but may l install my theme with a Personal plan instead?
The blog I need help with is: (visible only to logged in users)

No you cannot.
There is no FTP access to any wordpress.COM hosted sites and no blogger plugin or theme installation capability.

No Uploading Custom Themes or Third Party Themes
http://en.support.wordpress.com/themes/adding-new-themes/You are confusing wordpress.COM hosted sites like yours and wordpress.ORG software installs on paid hosting.
The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multi user software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
We cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.P.S. Also be keenly aware that you cannot transfer any theme from https://wordpress.com/themes/ which is licensed and adapted to run on WordPress.COM software to a WordPress.ORG site, and visa versa. The two run on different software and have different versions of themes with the same names. Read the differences here http://en.support.wordpress.com/com-vs-org/

There are no upgrades that allow you to use any theme that is not found at https://wordpress.com/themes/.
If you have purchased a premium theme from WordPress.COM https://theme.wordpress.com/themes/sort/premium/ for one wordpress.COM hosted site site and wish to have Staff move it to another wordpress.COM hosted site then type modlook into the sidebar tags on this thread for a Staff follow-up. Update: while the personal plan does not support plugins, you can install themes on WordPress.com with the Business Plan. It includes FTP and SSH, and includes our backups, management, spam filtering, support, security, and more.
