  No you can’t. To do so you must upgrade to the Business Plan.

  If you create a free WordPress.com site all the free or paid themes available for you to activate are found here: https://wordpress.com/themes

  If you are talking about a premium theme you purchased here on WordPress.com, you can use it on your free WordPress.com site. You do not need to upgrade a site to the Premium or Business plan in order to purchase a single Premium theme. As it says on this page:

  On a site with the Premium or Business plan, you can switch to any premium theme at no extra cost, as many times as you’d like. Without a Premium or Business plan, premium themes may also be purchased individually.

  On the other hand, if you are talking about installing a theme you purchased outside WordPress.com, it won’t be possible with a free plan. If you are trying to upload a third-party theme to your existing WordPress.com site, please know that third-party theme uploads and customisation is made available only for Business plan holders with WordPress.com.
