Can I install Plugins

  I just created my first blog on WordPress but cannot find the option to install a plugin. Someone had told me that I could use such plugins like wordpress seo and wp-cache to improve the performance of my website. I have searched everywhere for the plugin installation option but cannot see it.
  Am I missing something.
