  Can I install plugins using a personal plan?
  will I be able to use Google Adsense using a personal plan?

  You will need to upgrade to the Business or eCommerce plans to be able to install plugins on your site.

  To run Google Ads on your WordPress.com site you need to upgrade to the Business or eCommerce plan.
