There is no secure payments system here at wordpress.COM and you cannot add a shopping cart to sites hosted by wordpress.COM. There is no upgrade that changes that reality.
E-commerce options have been removed here at WordPress.COM. Secure payment systems are not available here at wordpress.COM. You need a wordpress.ORG install. Please read this https://en.forums.wordpress.com/topic/e-commerce-22?replies=17#post-2575955
Provided you are selling only what you yourself make or a service that you personally provide on a wordpress.COM site you have two options.
(1) PayPal – Know that the only instructions that will work for posting a PayPal donation button on a WordPress.com blog are found here http://en.support.wordpress.com/paypal/
Note that the PayPal email link is not supported and PayPal customization options are not supported either https://en.forums.wordpress.com/topic/paypal-button-41?replies=12#post-2517229 This is not likely to be changed any time soon, if at all.(2) If you set up an eCommerce site somewhere else online you can create a custom menu http://en.support.wordpress.com/menus/ and include a custom link to that site in it. http://en.support.wordpress.com/menus/#adding-custom-links
Some bloggers create a contact form https://en.support.wordpress.com/contact-form/ on a page and after the people have made a PayPal donation they provide the link to a private page for downloading files. Maybe that will work for you.
http://en.support.wordpress.com/pages/
http://en.support.wordpress.com/pages/page-visibility/If what I provided above at (1) and (2) do not suit you, then this guide will explain how to move your WordPress.com site to another hosting platform: Moving to a Self-Hosted WordPress Site where you can set up a secure payment system https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
We provide support only for wordpress.COM hosted sites. Our support docs do not apply to
(1) local installs of wordpress.ORG software on your own server or
(2) wordpress.ORG software installs on paid hosting, and we do not provide support for them at wordpress.COM.Also, note that we do not provide Jetpack support https://jetpack.me/support/ for sites linked to wordpress.COM accounts with the Jetpack plugin so they display on the My Sites wordpress.com account page.
Some Jetpack solutions are here http://jetpack.me/support/
Others are in the Jetpack support forum at WordPress.org
http://wordpress.org/support/plugin/jetpackHowever, if help cannot be found at either one then they can file a Jetpack support ticket here > http://en.support.wordpress.com/contact/?jetpack=needs-service
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
Resetting your WordPress.ORG password http://codex.wordpress.org/Resetting_Your_Password
WordPress.org support docs are at https://codex.wordpress.org/Main_Page

This is not happy news for me. I only bought my domain name and hosted it here because I believed it was possible and the WP Easycart simply state that it works on WordPress without any prefix mentioned. There must be zillions out there who, like me, are not aware that WordPress has any prefix variations at all. And worse, that mention is only made that shopping carts are discontinued here at .COM without any reasons mentioned seem highly irregular when they’re openly welcome at .ORG
If i’d known that what I wanted to do was only available on .ORG rather than .COM then I’d have gone there instead as that’s what I expected. But now I’ve paid the money and can do nothing about it for two whole months because of some rather spurious legal issue regarding hosting, I feel fully justified in being upset about it.
Can I get my money back? It seems I’ve purchased the ability to do nothing like I set out to achieve. -
Refunds have time limits. WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes 1 – 2 weeks for the refund to be received.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades

The only upgrade I see in your account is the domain, newforestrings.com Even when we offered a shopping cart option that was ONLY available to the $299 Business Plan upgrade. It has never been possible to install plugins on WordPress.com.
Domains can only be refunded for 48 hours, and if you cancel a domain it’s also not guaranteed you can register it somewhere else. If you want to set up a site using the self-hosted WordPress software instead, I’d recommend you leave the domain registered here, and then connect it to your hosting account once you have that set up.
We have instructions how to use a domain you bought here somewhere else instead:
