Can I link my global dashboard to my wordpress websites?

WordPress.org = independent install. You cannot have a blog in WordPress.com and have the posts show up in WordPress.org: it is technically possible, but violates the terms of service at WordPress.com AND will get both blogs downgraded in search engine rankings, as search engines consider such duplication to be spamming.
Same in the other direction. You need to have one or the other. You cannot have an identical blog at both, unless your WordPress.com blog is totally Private.

now i think you might be starting to hear what i’ve been saying all along. what exactly are the steps for moving a wordpress.com blog to an independent install, and what exactly do you mean by independent install?
Does this help?
The pros and cons of being free hosted by WordPress.com or self hosting a WordPress.org software install are summed up very well in this support documentation entry – WordPress.com vs. WordPress.org
http://en.support.wordpress.com/com-vs-org/If you are an experienced WordPress.com software user, and have the skill sets required to set up and manage your own self hosted WordPress.org install then the instructions for making the move are easy to follow.
http://onecoolsitebloggingtips.com/2010/11/06/setting-up-a-self-hosted-wordpress-org-install/But if you are not skilled at WordPress.com blogging, and also lack the skill sets required to self host your own WordPress.org install then acquiring those skills first is recommended. http://learn.wordpress.com/

OK, thanks for the clarification. Can you please then provide or direct me to the instructions for accomplishing the following as well as link the wp.org and wp.com blogs:
“We can tell you how to move a blog from WordPress.com to an independent install. We can tell you how to import a blog from a WordPress.org install to WordPress.com. That’s it.”

Duplicate content blogs
Please take note than if you create two blogs with duplicated content and do not make one of those blogs “private” to keep search spider bots out then Google’s search bots will detect it and Google can and will penalize the original site the duplicated content was first published on.In the rare cases in which Google perceives that duplicate content may be shown with intent to manipulate our rankings and deceive our users, we’ll also make appropriate adjustments in the indexing and ranking of the sites involved. As a result, the ranking of the site may suffer, or the site might be removed entirely from the Google index, in which case it will no longer appear in search results.

These are the instructions for exporting a WordPress.com blog:
These are the instructions for importing a WordPress.org blog:
To link the two blogs, you just make a regular link or put the other blog in your Links/Blogroll widget.

@Timethief: Not really, but thanks. I already moved my website from another source to wp.org, and i also have a wp.com blog started, so i’ve been trying to figure out how to merge them. what i’ve decided is that perhaps just figuring out a way to make my wp.org blog look and read as slick as my wp.com blog does, with a pretty url and a page to itself for adding to twitter and facebook posts and leaving when i comment on other blogs. sound good to you?

all right, now we are finally talking to each other. thank you both for the links i needed.

so i’ve been trying to figure out how to merge them
There is only one way to “merge” blog content. It’s called exporting and importing. The instructions are found here > http://en.support.wordpress.com/moving-a-blog/#moving-to-wordpress-org
