  Do i just have to be logged in and go across the other blog, im not sure the specifics of how to do it, sorry if this is a ridiculous question. what steps must i take?

  Visit the blog and copy its exact URL from the address bar of your browser; then go to dashboard sidebar > Links > Add New: paste the URL, give the link whatever name you like, select the “blank” option in the Target module, click Add Link.
