Can I make a business website on WordPress? My dad loves WordPress and was worndering if he could port his GoDaddy hosted business website over.

Blogger initiated advertising is not allowed on any free hosted WordPress.com blog. We cannot advertise or sell any products we do not personally create or sell services we do not personally provide on free hosted WordPress.com blogs.
There is no upgrade, aside from a VIP hosting upgrade http://vip.wordpress.com/our-services/ that you can purchase that allows blogger initiated advertising on a free hosted WordPress.com blog. You will have to hire a web host and set up your own WordPress.org install to run your own advertising.
E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by WordPress.com. Paid content and/or sponsored content is not allowed.
