Can I make comments show up from newest to oldest?

I have searched the forum and web for an answer for how I can make comments on my site list in order of newest to oldest. Everyone says “change the comments.php” file for the template in a certain way, and it will work. However, no one is explaining where to find this php file? I do not have WordPress installed on my computer – do I need to do that? The blog I am referring to is a private blog so I’m not going to include it here. But how can one change the code in a file that one does not have access to? Are all these answers referring to the ability someone has if they are a web designer and hosting a wordpress blog on their own server? Or is there some way I can change this setting through another method? Please advise… thanks. Ok I see I have to include the url so there it is.The blog I need help with is: (visible only to logged in users)

You are on a wordpress.com blog, not wordpress.org. We cannot change any of the underlying file structure of these sites.
Also, you don’t have to. Under Settings ->Discussion in your dashboard there’s a simple drop-down menu where you can set this.
In future, please use the wordpress.com support pages if you want to find out how to do anything, not wordpress.org. They are completely separate and different.

Thanks for the response – I actually had no idea I was on a different support page – I had just hit the “support” button somewhere and got there – sorry!

A common mistake. It might be a good idea to bookmark the links for the WP.com support pages and forum in your browser for next time.
