1. WordPress.com allows bloggers to insert text affiliate links within post and page content to most third-party affiliate programs, provided they are not the primary content of the site in question.
2. Image affiliate links in posts and pages and any banners, affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs.
http://en.support.wordpress.com/affiliate-links/
3. No blogger initiated advertising is allowed on WordPress.com blogs. The only blogs that can be equipped for ecommerce are those with the $299. per year business upgrade. http://en.support.wordpress.com/ecommerce/
The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains. http://en.wordpress.com/apply-for-wordads/
Advertising outside of WordAds at WordPress.com is not allowed.

There are no restrictions if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. Please see this guide to learn about the differences.

Two ways of attracting like-minded subscribers are
(1) commenting meaningfully and frequently on blogs with similar content

and
(2) being active on social networking sites

http://dailypost.wordpress.com/postaday/ebook-grow-traffic/If you want to increase traffic then don’t listen to anyone who professes there are passive ways of doing that. Increasing traffic to a blog is hard work. If you want your blog to rank well in search engine results then that begins with creating and publishing original content posts (not pages) ie. unique content that cannot be found anywhere else on the internet.

If you are using a WordPress.com theme good SEO is a given. However, going beyond the theme what the blogger has done within that structure is worth evaluating. Whether you write informative, persuasive or controversial content learning how search engines work, and how to apply basic SEO to you content will benefit your blog as it will increase traffic from targeted readers. http://onecoolsitebloggingtips.com/2011/10/21/two-seo-videos-for-bloggers/

as always, thistimethisspace, did a great job covering most important areas, I would like to add few more points of my own and some others inspired by this video on wordpress.tv: http://wordpress.tv/2014/03/18/john-lynn-can-you-make-money-blogging/
1- don’t think about making money in the first year of your blog, first focus on making good content and marketing your blog
2- don’t spend too much time on themes and plugins
3- study your niche and become better at what you write about (in other words, learn from your competition)
4- if you want to succeed faster than others, then be unique, controversial, funny… add value in ways that other don’tOnce you have a good amount of traffic, apply to http://wordads.co/ and then your blog will automatically start making money.
Don’t expect a high return from advertisement, here is a sample of WordPress blogs using Wordads and how much they earn per 1000 page views.
