  Hi there – The ability to comment is built into every WordPress.com site. However, the rules for commenting on WordPress.com sites are set by the site owners themselves, based on the criteria we cover in detail here: https://wordpress.com/support/comments/

  I recommend reading through that page. In short, if the site owner allows commenting, you can comment. Comments are text based. If you wish to convey images and video to viewers who read your comments, you will need to provide links to those things within your comments.
