Can I prevent people from signing up for email update?

In the last couple of weeks I’ve received maybe a dozen notifications that “so and so just started following you at (URL). They will receive an email every time you publish a post.”
I don’t know any of these people, and the email addresses look suspicious (eg a lot of them are for the domain @nokiamail.com) Is there anyway to prevent this?

The only way to limit who can view your website is to make it Private in your Reading settings and invite people to view it.
Anyone can follow or sign up to receive updates when your site is Public.

This might be off-topic, but if your site was fairly “sleepy” before and you suddenly have people following your site (like 6-10 new followers every day), you might want to chime in on my forum thread here: https://en.forums.wordpress.com/topic/sudden-influx-of-new-followers?replies=9
