  I’m trying to create a forum that has a few blogging spaces for people to write in. Can I create something like this using WordPress?

  If you are referring to a message board, similar to the one you are reading right now, then, unfortunately no. I don’t believe there to be anything like that on WordPress.com

  You could try using a self hosted WordPress site and add bbPress.

  The best theme on WordPress.com for what you want (although, not exactly what you want) would be the p2 theme.
