and if yes which plan should i follow ?

No. Upgrading does not remove any of the restrictions on a wordpress.com blog.
To have ads you need to do one of two things: 1) hire a webhost and host it yourself — details at wordpress.org or 2) apply for a VIP upgrade if you have approximately 500,000+ hits per month and a couple hundred dollars per month to pay for it.
