Can I put the sign up forms noted in the description below in the blog headers?

i have added a widget for a sign up form to my blog at http://www.gentlenurse.wordpress.com and it is down at the bottom sidebar, I am wondering if I can get it at the top in the header perhaps or at least somewhere more noticeable than down there so far? Also, I tried over and over to put the same sign up form on the sidebar of my other blog, http://www.somerstory.wordpress.com and it simply won’t appear no matter how many times I try. I’d love to have that one in the header too, if possible, or higher up, maybe underneath The Writing Pool widget for example if it can’t go in the header.

You should be able to drag and drop the Signup Widget to the top of the sidebar.
If you are using the default Widgets – make a note of the widgets you are using – then add a new Widget to the sidebar – that will cause the default Widgets to go away and they you can add in the widgets you want in the order you want
Dashboard >> Appearance >> Widgets
I would consider changing the setting on some of the archive Widgets to a drop down style so your sidebar is not as long
