The default timezone is UTC time. You can reset your timezone here > Settings > General Select the closest city to you in the same timezone in the drop-down menu you see there and then click “save changes”.Please also make sure you have not unintentionally made any post a “sticky post”. http://en.support.wordpress.com/posts/post-visibility/#sticky-posts
Blogs are essentially a reverse chronological order publishing tool wherein the most recent published post will display on top. You cannot change this order on a free hosted WordPress.com blog. It’s designed to serve your visitors as they come to read the most recent posts and will not be inclined to trawl through hundreds of posts to locate it.

Or you can falsify every date-stamp before publishing.

We organize Posts by assigning categories to them. By default the front page of the blog is the post that displays all posts in your blog. Though there is only one dynamic page in a blog for posts (not pages) http://en.support.wordpress.com/post-vs-page/ and we cannot post to more than that one page, we can create the appearance that we have posted to more than one page.
We organize posts by assigning categories to them. You can create a custom menu and add the dynamic categories pages into the custom menu.

There are two approaches.

Check the sub-pages themselves to see if you have established a Parent page and child page “hierarchical structure” in the page attributes module. Remove if required.Also remove any “order” numbers you have assigned that may conflict with the order you are creating by dropping and dragging. Or simply change them so they are the same order as you establish in the menu. Establish consistency – problem solved.
