Can I remove "You may use these HTML tags and attributes" from Leave a Reply?

Hi — I’m using zBench, and really like it. However, the following text is present just below the Leave A Reply box on each page. It’s singularly unattractive, and given my expected readers, unnecessary. Is there a way to remove it?
“You may use these HTML tags and attributes: <abbr title=””> <acronym title=””> <b>
<cite>
<del datetime=""> <i> <q cite=""> <strike> "

Actually, for zBench, this would be the CSS needed.

Thank you. My working assumption is that I would merely have to locate the .form-allowed-tags setting in the CSS and paste in the new CSS entry, save, and away we go, right?
I read the “Learn More” in the Upgrades section of my Dashboard, but I’m left with a question: I manage two blogs on wordpress.com. If I buy a CSS upgrade, is it valid for both blogs (i.e. I would have purchased the upgrade as a member), or is it only valid for the specific blog by which I inquire and purchase the upgrade?

All upgrades state in the documentation that they are for one blog only and for one year only when they must be renewed. http://en.support.wordpress.com/upgrades/
