Can I request for free the suspended username for myself?

  Hello
  My english language is not so good. I’m very enthusiastic to have a blog at WordPress.com. I like to register “approach” for my username and blogname at wordpress. But it was already registered. Yet when I go to “approach.wordpress.com”, I am seeing this phrase:
  “This blog has been archived or suspended.”
  If the author of this address do not writing there again; Can I request you to free that username/blogid for me? I will being very thankful
  if you do that.

  My scope is that if this username is ditinct as offender or spam, I like to begin writing at them. Is it possible?
