Can I request to take up the name of an unused Blog?

  I want a blog name that is taken but not used. I see the person signed up the name, but never ended up posting anything or using it. Is there any way to ask WordPress staff to have a look at it and give me an opportunity to use it? It was opened 5 years ago, and never used.

  The blog I need help with is: (visible only to logged in users)

  No you can not use that username/blog.

  It’s possible that the name is being used in order for the person to read a private blog, or for JetPack. Whatever the reason, however, WordPress.com will not take a reserved name from anyone.
