  I’m not exactly sure what you mean about “sell your WordPress site to other people”. Could you elaborate?
  Here at WordPress.com, we can’t upload third party themes. All of the themes available to us can be found here:

  https://wordpress.com/themes

  You can upload themes to a self- hosted WordPress.org site. There are some other differences that you can read about here:

  https://en.support.wordpress.com/com-vs-org/
