Can I setup a custom theme if I've registered for godaddy hosting service?

I have spent countless hours trying to setup my wordpress blog to my own personal satisfaction. From my understanding, if I’ve registered for a hosting service then I should be able to setup my own theme..is this correct? Currently from my goddady account I have set the nameservers to wordpress.com. However, godaddy.com states that the DNS is still pending. Not sure what any of this means.
Given that I’ve paid for domain and hosting through godaddy.com…and domain mapping through wordpress.com, I’m determined to get this setup properly as soon as possible.
I suppose I should add that savvyandbroke.com is setup as the primary site on wordpress.com.
Any advise or assistance you all have would be greatly appreciated. Not to mention, this is my second request for help. Hopefully this time I will receive a response.

Yes, themes cannot be installed on a WordPress.com blog, but they can on a self-hosted WordPress.org blog.
If you want to do that, you’ll first need to install WordPress from http://wordpress.org/ on your GoDaddy hosting account.
Once that’s done, you can move your content following this guide: http://en.support.wordpress.com/moving-a-blog/#moving-to-wordpress-org
To clear up any confusion, WordPress.com and WordPress.org are two different entities.
