Can I start on wordpress and then export to managed wordpress hosting?

Can I start using WordPress app on android mobile, purchase the plug-ins and stuff I want then export everything later once I have the hosting I want?

The app itself does not offer hosting. You can set up a free/paid site on WordPress.com (through the app or via the browser interface) and then down the road migrate to a different host if you wish using these instructions:
